[ARCHIVED] Charlestown Seeks Public Input for its Comprehensive Plan

Comprehensive Plan 2025

Release Date: July 2, 2025

CHARLESTOWN, Ind. – The City of Charlestown is seeking collaboration with the public as it puts together a new comprehensive plan.

Topics include transportation, utilities, community services, parks, trails, floodplains, zoning, housing, economic development, and more. Participants can share specific projects and policies or large-scale ideas.

“I’m excited to have the engagement from the community as we work on a comprehensive plan that will guide us into the next decade,” said Mayor Treva Hodges. “This kind of community collaboration is a critical part of what makes our city so special, after all, there’s nobody more qualified to inform the future of Charlestown than our residents.”

Taylor Siefker Williams Design Group was hired as the consultants by the city. Input for the plan seeks to hear from the public, businesses, employees, organizations, and neighbors. Key questions will be asking where is Charlestown today? Where is the city heading? Where does Charlestown want to go, and how does it get there?

Charlestown is experiencing growth, including a 5-percent population increase from 2013-2023. Residential additions include expanded neighborhoods and multifamily rental opportunities. Business growth has included spaces being filled along the City Square, the Shadow Lake development, along with the Charlestown portion of the River Ridge Commerce Center.

An online survey is available HERE. A public meeting will be held in October before the final plan is presented in December 2025. The results seek to create a framework for smart, planned growth in Charlestown.
