Charlestown city government offices are located in City Hall at 304 Main Cross St. Located in this building are the offices of the Mayor and the Clerk-Treasurer. Office hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, except holidays. City Hall is closed on Saturday and Sunday. Here is a description of what to expect when you arrive at City Hall. Before you enter the building, on the left, there is a deposit drop box in which you may place payment for your utility bill. This is primarily intended for payments made when the office is closed. The payments are taken from the box first thing in the morning, shortly after 8:00 a.m. Payments deposited in the drop box during the day will not be credited until the following day. If a payment is due immediately, please take it inside to the Utilities Billing Office. As you enter the building, slightly to the left, is the Utilities Billing Office. Robin Hebner and Dorothea Gomez are happy to help you with your water/sewer/sanitation needs, including setting up service, accepting payment for your bill, and answering any questions you may have.

Robin and Dorothea also serve as your first points of contact for the Clerk Treasurer’s Office. Clerk-Treasurer To the left of the Utilities Billing Office is an opening that leads to a set of stairs on the left that leads upstairs, an elevator slightly to the right, and the City Council Chamber/Public Meeting Room on the extreme right. Most public meetings, including City Council, Board of Public Works, Redevelopment Commission, Planning Commission, and Board of Zoning Appeals take place in this room.
If you use the stairs or the elevator to go upstairs, you will most often be greeted by Geri Heal, receptionist for the Mayor’s Office. Geri will be happy to help you if at all possible. Housed upstairs are Mayor Bob Hall, Ben Ledbetter, Jr. (Director of City Services), Tony Jackson (Building Commissioner), Geneva Adams (Assistant to the Mayor), Kristin Mattox Cox (Director of Youth and Family Sports), Kerri Vaughn (School Liason), Rhonda Davidson (Parks Director), and John Spencer (IT/Multimedia Director). There is also a conference room upstairs.
